CONGRESSMAN BISHOP SUPPORTS BIPARTISAN BILLS TO SECURE AMERICA & ITS ALLIES, CONFRONT RUSSIAN & CHINESE AGRESSION

April 20, 2024

WASHINGTON – Today, Congressman Sanford D. Bishop, Jr., (GA-02) supported four bipartisan bills that would address threats against the United States in Europe, the Middle East, and the Indo-Pacific Region as well as support American operations and allies in these regions. The bills were approved with large majorities and now head to the U.S. Senate for consideration.

“Democrats and Republicans are united in working together to ensure that the United States remains secure and can confront military and other threats against us or our allies throughout the world. America’s adversaries are watching and waiting to see if we have the resolve to stand against them or if we choose appeasement and retreat,” said Congressman Bishop. “I supported these bills because they support the security of Americans at home and abroad against authoritarianism, imperialism, and terrorism. Our actions today reinforce the security and credibility of our country on the world stage.”

H.R. 8034, the Israel Security Supplemental Appropriations Act of 2024, provides $26.4 billion in emergency funding, of which $16.6 billion is defense and security funding to aid Israel and ongoing U.S. military operations in the Middle East in response to recent attacks. This amount also includes $9.2 billion for State Department humanitarian aid and requires a report to Congress on plans to ensure that aid to Gaza is not diverted or misused by Hamas or other terrorist organizations in Gaza.

H.R. 8035, the Ukraine Security Supplemental Act of 2024, commits $60.8 billion to help provide security assistance to Ukraine, replenish U.S. stockpiles of weapons and other military equipment previously provided to Ukraine, and support the increased U.S. military presence in Europe in response to Russia's ongoing invasion.

H.R. 8036, the Indo-Pacific Security Supplemental Appropriations Act of 2024, allocates $8.1 billion in emergency funding to provide military financing to Taiwan and other U.S. allies in the region, replenish U.S. stockpiles of weapons and equipment provided to Taiwan, and boost the U.S. submarine industrial base to help project U.S. naval power and counter growing Chinese influence in the Indo-Pacific region.

The H.R. 8038, the 21st Century Peace through Strength Act, protects Americans from adversary nations and imposes sanctions on specified nations, terrorist organizations, and transnational criminal organizations. It prohibits technology platforms in the United States from carrying any applications that are controlled by foreign adversaries of the U.S. unless they are divested and are no longer under such control.

The legislation also prohibits the release of frozen Russian assets until the war between Russia and Ukraine is over and Russia has paid for the reconstruction of Ukraine, including humanitarian assistance.  It establishes funds into which Russian sovereign assets seized by the United States and its allies are to be deposited, with those funds to be used to reconstruct Ukraine.
