Congressional Record Statement

On June 19, 1865, in Galveston, Texas, more than two years after President Lincoln issued the Emancipation Proclamation and six months after the passage of the Thirteenth Amendment outlawing slavery, Union Troops seized control of the area and declared all slaves free.

Since then, "Juneteenth" has been observed in Texas and in many places as Emancipation Day and the end of slavery in the United States because many of those enslaved had not yet received the news of President Lincoln's January 1, 1863, Emancipation Proclamation.

Mr. BISHOP of Georgia. Madam Speaker, it is with a heavy heart and
solemn remembrance that I rise today to pay tribute to a talented
tailor, dedicated husband, loving father, and dear friend of
longstanding--Mr. Benjamin ``Ben'' Evans. Sadly, Ben passed away on
Thursday, January 2, 2020. His funeral service will be held on
Saturday, January 11, 2020, at 1:00 pm at New Pleasant Grove Missionary
Mr. BISHOP of Georgia. Madam Speaker, it is with a heavy heart and
solemn remembrance that I rise to pay tribute to a great man and dear
friend of longstanding, Mr. Larry N. Wofford. Larry passed away on
Tuesday, December 3, 2019, and a funeral service will be held on
Saturday, December 7, 2019, at 11:00 a.m. at the Chapel of Vance Brooks
Funeral Home in Phenix City, Alabama.
A native son of Columbus, Georgia, Larry was born on August 1, 1944,
Mr. BISHOP of Georgia. Madam Speaker, I thank the gentleman for
yielding, and I thank my colleagues for this Special Order giving
tribute to a good and great man.
Winston Churchill once said, ``You make your living by what you get.
You make your life by what you give.'' My friend, Johnny Isakson, has
given so much to so many for so long. He has truly made a life.
Johnny Isakson has been a true statesman in his remarkable career as
Mr. BISHOP of Georgia. Madam Speaker, I rise today to honor an
outstanding Man of God, a devoted spiritual leader, and dear friend of
longstanding, Reverend Roosevelt Carter, I, who retired from his role
as Senior Pastor of First Monumental Faith Ministries in Albany, Georgia after
over three decades of selfless service and was honored on Saturday,
November 9, 2019, at 5:00 pm.
In 1984, Reverend Carter answered the call to preach the word of God
Mr. BISHOP of Georgia. Mr. Speaker, I am very saddened to hear
Congressman Conyers passed away. He was a champion for racial equality
and changed Congress for the better by co-founding the Congressional
Black Caucus. John was a powerful and effective legislator who never
stopped fighting to improve our nation, which he served longer than any
other black Member of Congress to date. His career helped pave the way

yielding.
Truly, this is the day that the Lord has made. In spite of the fact
that our hearts are heavy, we must rejoice and be glad in it because we
have the opportunity to celebrate the life of our longtime friend and
our colleague, Congressman Elijah Cummings.
As you have heard, Elijah rose from modest beginnings to become one

strategic thinker, a great motivational speaker, an excellent
entrepreneur, a man of God, a friend of longstanding, and my fraternity
brother, Dr. Cornelius W. Grant. Sadly, Dr. Grant passed away on
Saturday, September 28, 2019, at Phoebe Putney Memorial Hospital in
Albany, Georgia. His homegoing service was held on Wednesday, October
2, 2019, at Mount Zion Baptist Church in Albany, Georgia. His passing

sincerest congratulations and Happy Birthday wishes to a true man of
God and public servant, Mr. Robert F. Kelley, Sr., who celebrated his
100th birthday on Wednesday, August 14, 2019. He celebrated this
milestone with family and friends on Saturday, August 17, 2019, at 5:00
p.m. at The Cunningham Center located on the campus of Columbus State
University in Columbus, Georgia.

my constituent and friend of longstanding, Hilton Ray Segler. On July
4, 2019, Hilton, a loving husband, father, and grandfather, passed away
at the age of 82 in Albany, Georgia.
