Fiscal Year 2024 Appropriations: Community Project Funding Requests & Disclosures

Congressman Sanford D. Bishop, Jr. has submitted funding requests for important community projects in Georgia's Second Congressional District to the House Appropriations Committee.
Under guidelines issued by the U.S. House Appropriations Committee, each member of the U.S. House of Representatives may request funding for up to 15 projects in their community for fiscal year 2024 – although only a handful may actually be funded. Projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible non-profit entities are permitted to receive funding.
In compliance with U.S. House Rules and Committee requirements, Rep. Sanford D. Bishop, Jr. has certified that he, his spouse, and his immediate family have no financial interest in any of the projects he has requested.

The funding would be used for relocation of potable water and sanitary sewer facilities that conflict with a proposed Georgia Department of Transportation redesign. This project is an appropriate use of taxpayer funds because water and waste disposal are basic public services that benefit all citizens. Relocating the water line and sewer manhole are necessary to accommodate the state highway redesign, which will minimize severe traffic delays for Peach County.

The funding would be used for reopening the Southwest Georgia Regional Hospital in Randolph County, which closed in October 2020. The project is an appropriate use of taxpayer funds because the hospital will provide access to emergency services for residents in seven counties. The Southwest Georgia Regional Hospital is the epitome of an essential community facility, as there are no hospitals or emergency rooms in Randolph County or the surrounding six counties.

The funding would be used to address rural crime among youth in the community, including gang activity, and to systematically collect and analyze data to share with law enforcement in adjoining cities and counties. Data sharing will improve gang identification strategies to connect gang-affiliated youth to mentors.

The funding would be used for the Restoring Inspiration by Success in Education (or R.I.S.E.) Initiative, which was created by the Macon Judicial Circuit District Attorney's Office to move children and youth up to age 17 away from the criminal justice system through assessments, cognitive therapy, behavioral therapy, medications, transportation, and mentoring, all of which are provided by community partners.

The funding would be used to separate parts of Albany's combined sewer system and enhance drainage. The goal is to reduce combined sewage discharges to the Flint River by 85%, separate storm and sanitary flows for better drainage, and comply with permit requirements issued by the Georgia Department of Natural Resources Environmental Protection Division. The improvements will serve the City of Albany and all communities downstream along the Flint River to the Chattahoochee River and the Gulf of Mexico.

The funding would be used to eliminate invasive aquatic plants, such as Hydrilla, reintroduce grass carp for ongoing control, and restore fisheries in Seminole County, located within Georgia's Second Congressional District. This project aims to safeguard native ecosystems, bolster local economies reliant on waterways, and guarantee the public's continued access to and enjoyment of recreational pursuits.

The proposed project would add a second storage tank to Clay County's water distribution system, make needed repairs and upgrades to the existing storage tank, and provide a booster pump station required for the system to operate utilizing the new tank.

The proposed project will include improvements to two components within the drinking water system (supply and distribution). This includes the installation of 6,000 linear feet of 8" PVC water main with new services, rehabilitation of an existing well, installing a new supervisory control and data acquisition (SCADA) system, and adding an emergency backup power supply to the drinking water supply.
