Military Construction FY2010 Appropriations Requests

Proposed Recipient: Communications and Electrical Shelter Rebuild Facility (P929) for the Marine Corps Logistics Base/Albany
Amount: $15,400,000

Explanation: Funding will be used to construct a 5,202 square meter facility to provide adequate and efficiently configured facilities for the consolidation of their entire communications & electrical rebuild & testing process for communications shelters (vans)

Proposed Recipient: Component Blast Facility (P931) at the Marine Corps Logistics Base/Albany 
Amount: $20,000,000

Explanation: Funding will be used to construct a 6,961 square meter blast facility to support pre-painting cleaning & preparation of a variety of combat vehicles and equipment, and eliminating exposure to the elements.  This will improve process flow significantly, while also improving production throughput, as well as consolidation of two steam cleaning areas and two component blast areas.

Explanation: Funding will be used to construct a 20,233 square meter of concrete hard stand.  The scope of the project includes the installation of electrical, compressed air and storm water management systems.  Additionally, the project includes infrastructure upgrades, maintains security offsets for programmed facility, and corrects existing storm water system deficiencies.

Proposed Recipient: Weapons Storage Facility for the Marine Corps Logistics Base/Albany
Amount: $9,300,000

Explanation: The funding will be used to construct a 60,000 square foot facility to provide for receipt/issue, storage, inspection, care-in-stores, security and distribution for  97,000 small arm weapons; 200 classified publications; 37,000 night vision and optics equipment; 17,000 communication security and controlled cryptographic items; secure storage commensurate with current Anti-Terrorism/Force Protection guidelines; and, prevention of degradation of supplies and minimize maintenance costs while processing through storage, maintenance and distribution functions.

Medical School Affiliations with VA Health Care Facilities — Though the committee is pleased that the VA has established the Blue Ribbon Panel on VA-Medical School Affiliations to examine the framework to enhance partnerships with medical schools and affiliated health professions schools, the committee recommends that the panel carefully examine and make recommendations on an expanded role for historically minority health professions schools with the VA system closest to their campuses.  The committee urges the VA to share its findings with the committee.

HIV/AIDS among Veterans — The committee is concerned that the VA health care system’s HIV testing policy guidelines are preventing early diagnosis of HIV/AIDS among our nation’s veterans, particularly among minority veterans.  The committee strongly recommends that VA consider changing its HIV testing guidelines to concur with the Revised Recommendations for HIV Testing of Adults, Adolescents, and Pregnant Women in Healthcare Settings issued in September 2006 by the U.S. Centers for Disease Control and Prevention (CDC).  The committee requests a progress report on this effort by January 2008, including a clear indication of any barriers within the VA that prevent the implementation of the CDC guidelines.

Medical and Prosthetics Research Program — The Committee applauds the VA’s efforts to better recognize the cost of research by increasing the funding cap on Merit-Review Awards.  The committee encourages further exploration of the merit review award funding levels to ensure productivity, competitiveness and the appropriate number of VA research grants.

Martin Army Hospital — I request that the Subcommittee on Military Construction and Veteran’s Affairs include report language encouraging the Department of Defense (DOD) and the Department of Veterans Affairs (VA) to work cooperatively in the development  and plans for  Martin Army Hospital/Ft. Benning in FY2010. The new construction/replacement of Martin Army Hospital at Ft. Benning presents a unique opportunity to provide a full range of medical services to veterans throughout southwest Georgia.
