Report Language Requests:
NIH/Research Centers at Minority Institutions — The Committee continues to recognize the critical role played by minority institutions at both the graduate and undergraduate levels in addressing the health research and training needs of minority populations. These programs help facilitate the preparation of a new generation of scientists at these institutions, and the Research Centers in Minority Institutions [RCMI] Program continues to impact significantly on these problems. The Committee encourages NIH to strengthen participation from minority institutions, especially those with a track record of producing minority scholars in science and technology, and increase resources available in this area.
NIH/ NCMHD — The Committee commends the National Center on Minority Health and Health Disparities for its leadership in addressing the longstanding problem of health status disparities in minority and medically underserved populations, and continues to encourage NCMHD to implement its successful research endowment program as an ongoing initiative. The Committee also commends NCMHD for its successful “Project EXPORT” initiative and urges continued support for this important program. Finally, the Committee encourages the director of NCMHD to coordinate with the NIH Director and the National Center for Research Resources in support of extramural facility construction and the development of other research and research library infrastructure at minority health professions schools.
NIH/Minority Institutions — The Committee continues to be pleased with the NIH Director’s implementation of various programs focused on developing the research infrastructure at minority health professions institutions, including Research Centers at Minority Institutions and the National Center on Minority Health and Health Disparities. However, the Committee encourages the re-implementation of the Extramural Biomedical Research Facilities program. The Committee encourages that the NIH Director work closely with the Director of the National Center on Minority Health and Health Disparities to establish a program of coordination among these various mechanisms and partner with minority health professions schools to address their infrastructure needs.
CMS/Kidney Care — The Committee is pleased that kidney care provided to Medicare beneficiaries continues to improve, but concerned that significant patient access gaps remain. The Committee has provided sufficient funding (ASSUMING we get increase appropriations) for survey and certification activities, including initial survey and certification activities for dialysis facilities, to eliminate facility backlogs and improve patient access to care. The Committee urges CMS to explore the use of user fees and the dual-use of state funded licensure activities and other budget-neutral policy options which provide additional resources for ESRD initial survey and certification activities.
